White henna is just specialized acrylic body paint. It sits on top of the skin unlike henna that stains the skin. Henna is a plant, White "henna" is just paint; it lasts 2-4 days . Henna can last up to 3 weeks.
Anyone in the world can grow henna leaves from a tree, make a paste & create nice body art... but it's how you do it.
Some cultures create certain designs using henna which is typically associated with that group; for example, if you see a Hamsa hand, you'd know it is an Islamic reference or the Paisley from India... while the henna itself may not be specific to ones culture, the pattern, design and style is more significant; the sacred symbols and meaning behind it which shouldn't be worn just for fun and fashion without even acknowledging its reference or the people who wear it.
For some cultures henna art may have a significant meaning and for others it may just be a beauty enhancement, do your research before just wearing anything you see. While no one can tell you what you can or cannot wear, having respect for ones culture and symbols used is decent courtesy. It is also important to acknowledge the ancient history of henna art , as you would for all arts.
Here's a few things you can do to avoid being accused of offending one's culture or religious background:
1) learn the history of henna.
2) learn the meaning of the designs you like that is exclusive to ones culture.
3) acknowledge & spread awareness
3) if it's not real & natural, don't pass it off as henna. Red dye in a tube is not henna. It's just chemicals labelled as henna.
